Residence Permit in Montenegro: All You Need to Know in 2025

We have been helping individuals and families obtain residence permits in Montenegro for over 20 years. As the oldest immigration agency in the country, we understand every nuance of the process and will guide you at every step.

Why Montenegro?

Montenegro is a beautiful, safe, and politically stable country on the Adriatic Sea. It is not part of the EU yet, but its legislation is aligned with European norms. With favorable taxation, stunning nature, and a calm lifestyle, Montenegro has become increasingly attractive to investors, retirees, digital nomads, and students.

Ways to Obtain a Residence Permit in Montenegro

The Law on Foreigners offers nearly 10 ways to obtain a residence permit, but not all of them are practical. We’ll focus on the methods that are proven, simple, and in demand.

Method Ease of Use Right to Permanent Residence Minimum Investment Popularity
Opening a company ✅ Very easy ✅ Yes €1 (share capital) ⭐⭐⭐⭐⭐
Real estate purchase ✅ Easy ✅ Yes Any value ⭐⭐⭐⭐
Studying at university ✅ Easy ✅ Yes Low tuition fees ⭐⭐⭐⭐
Yacht-based residence ⚠️ Moderate ✅ Yes Yacht berth fee ⭐⭐
Work permit ⚠️ Moderate ❌ No Job offer ⭐⭐
Digital nomad status ⚠️ Complicated ❌ No Proof of income

1. Residence Permit by Opening a Company

Most popular and effective method.
By registering a company in Montenegro with a share capital of just 1 euro, you gain the right to apply for a residence permit. The company does not need to be active — many applicants keep it dormant.

Key Benefits:

  • No requirement to hire staff or pay high taxes.

  • Residence permit for you and your family.

  • Monthly expenses (accountant, tax, insurance): from €170.

  • No education or language requirements.

2. Residence Permit by Buying Real Estate

You can purchase property of any value to qualify for a residence permit. There's no minimum investment threshold, which makes Montenegro different from countries like Portugal or Greece.

Pros:

  • Property can be residential or commercial.

  • You can rent it out or live in it.

  • Stable real estate market, especially in coastal cities.

3. Student Residence Permit

Montenegro offers student visas to those who enroll in accredited universities, such as those in Herceg Novi, Podgorica, or Nikšić. We assist with guaranteed admission.

Highlights:

  • No age limits — available for both young students and adults.

  • Low tuition fees.

  • Great option to start a long-term stay.

4. Yacht-Based Residence Permit

If you own or rent a yacht and pay for a berth in a Montenegrin marina, you can apply for residence.

Key Details:

  • Yacht can be under a foreign flag.

  • Must provide proof of marina agreement.

  • Ideal for seafarers and yacht owners.

5. Work Residence Permit

Common among citizens of Bosnia, Serbia, and Albania, this option requires a job offer from a Montenegrin employer. However, it does not provide a path to permanent residence.

6. Residence Permit for Digital Nomads

This option was introduced recently, but has low demand due to complicated documentation and no path to permanent residency.

Our Recommendation

If you want simplicity, low costs, and a long-term path, the best options are:

  1. Company registration – the most flexible and cheapest route.

  2. Property purchase – a solid and safe investment.

  3. University enrollment – perfect for students and adults who want to stay legally.

Necessary Documents

While the list of documents varies depending on the selected method and your citizenship, the following documents are always required:

Document Details
Certificate of no criminal record Not older than 6 months, from your country of residence.
Passport Must be valid for at least 15 months.
Marriage and birth certificates For spouse and children, if they are applying with you.
Diploma or certificate of education Required only for company directors.
